Is it the url(?) or the archer(?), I am asking myself this as i teach people to use technology, to teach with technology. I guess it's a little of both if i had to give an answer. Certainly, the tool the url(?) makes the difference, what peice of technology you use has an impact on how it gets used, but really there is an arc to it and that comes from the archer(?) that takes time, creativity and imagination.
